Board Briefing: February 2026

The Board convened this month to welcome new leadership, solidify the district’s financial position, and finalize strategic academic and operational plans for the upcoming school year.

Celebrations & Community Recognition
The meeting opened with a series of highlights showcasing the heart and talent of the RAPS community:
  • Health & Advocacy: We celebrated Dyslexia Specialist Angie Lowe for her inspiring work with our local American Heart Association’s Go Red for Women campaign as their Survivor of the Year.
  • Career & Academic Milestones: The Board recognized the success of the Middle School Career Fair and the recent Rotary Club honors bestowed upon our top-performing students.
  • Distinction in Innovation: RAPS received the CTE District of Distinction award. Additionally, a new grant was announced for a large-scale mural project on the secondary campus.
  • New Leadership: The Board officially welcomed Boyd Weaver as its newest member. As a RAPS parent of 16 years, Mr. Weaver brings a deep understanding of our mission and a long-standing commitment to our district.

Committee Updates & District Progress
Our committees and administration provided essential updates on the initiatives driving campus improvement:
  • District Improvement: The committee received an update on the SFI initiative. The Board also reviewed the District Overview recently presented to staff, ensuring alignment between administration and the Board.
  • Engagement & Feedback: A review of two-year comparison data from staff, family, and student surveys was conducted. In response to this feedback, the Board discussed new Faculty Representative Guidance and expanded support for teacher certifications, including grants for coursework and exam fee coverage.
  • Facilities: The Facilities Committee is currently finalizing a date for the highly anticipated Raven Court Dedication.
  • Athletics & Advocacy: The Board reviewed a draft letter regarding the upcoming UIL Realignment appeal and discussed the district’s formal stance on the matter.

Governance & Operational Actions
Several key items were addressed within the consent agenda and through formal motions to modernize district operations:
  • Technology & Infrastructure: The Board approved a three-year IFS leasing agreement for staff devices, mirroring the student agreement to provide significant annual cost savings. Upgrades to Microsoft services were also finalized.
  • Policy & Legislation: In accordance with SB11, the Board passed a motion not to adopt a resolution requiring a period of prayer or religious text reading. Additionally, an updated Investment Policy, recommended by the Finance/Audit Committee, was officially approved.
  • Student Wellness: Following the development work mentioned in January, the Board approved the SHAC Elementary Supplementary Snack Policy to support student nutrition and focus.
Financial Health & Strategic Outlook
The district concluded several major financial and planning cycles this month:
  • FY25 Audit & Budget: The Board received and filed the Annual Financial Report from external auditors. A 2025-2026 Budget Amendment was approved following a presentation by YYY CFO partners detailing the impacts of depreciation, debt service, and bond covenants.
  • Strategic Roadmap: The final version of the updated Strategic Plan was received and will be posted to the district website. This document serves as our primary guide for the coming years.
  • 2026-2027 Academic Calendar: After evaluating two options, the Board voted to adopt Option B. Next year, Parent-Teacher Conferences (PTCs) will be scheduled during progress report windows to encourage earlier intervention and higher engagement.

Board Highlight: Boyd Weaver, Board Member At-Large

Boyd Weaver is a dedicated community member and a parent of seven children, with a 16-year connection to Rapoport Academy. He and his wife, Tiffany, have been married for 22 years. A veteran of the United States Army, Boyd served from 1993 to 1997.

Professionally, Boyd has been with 7-Eleven since 2013, holding several leadership positions, including Store Manager, Regional Training Store Manager, and Area Manager. In 2019, he expanded his professional footprint by founding his company, Weaver Legacy Enterprises LLC.

He is deeply committed to supporting the continued growth and success of the RAPS community.
